In a pot over medium-high heat combine water, blueberries, groundcherries (if using), fennel, vinegar, honey, lavender, salt, and fennel seed. Bring to a boil, reduce heat and simmer for 5 minutes.
Remove from heat and cool completely. Sour can be strained at this point or held with fruit and strained for service. Hold refrigerated until needed.
