In a pot over medium-high heat combine water, beets, blood orange juice and peels, ginger, vinegar, honey, cinnamon stick, cardamom, allspice, black pepper, and cloves. Bring to a boil, reduce heat and simmer for 5 minutes.
Remove from heat and cool completely. Sour can be strained at this point or held with fruit and strained for service. Hold refrigerated until needed.
